About the Fancsy Family Hospital Project
The new Fancsy Family Hospital is a significant investment in local healthcare that will modernize infrastructure and improve accessibility for patients in the region.
Because of the size and complexity, the construction of the hospital is being delivered in three phases:

Phase 1 - Enabling Works: A 3-storey Education and Administrative Centre, a parking garage and site infrastructure.
- Phase 2 - Diagnostic and Treatment Block: Currently planned as a 5-storey Diagnostic and Treatment Block that will serve as the heart of the new acute care hospital development and include the main public entrance.
- Phase 3 - Inpatient Tower: Currently planned as a 9-storey Inpatient Tower that will house the majority of the hospital's planned inpatient beds.

Phase 1 - Enabling Works
- This initial development phase marks the start of construction on the largest healthcare infrastructure investment in the region's history and will lay the groundwork for a new state-of-the-art hospital in Phases 2 and 3.
- Phase 1 includes the construction of a 3-storey Education and Administration Centre, a 700-vehicle parking garage, and essential site infrastructure.
- Located on the far-west side of the property, the Administration and Education Centre will house essential non-clinical hospital services within close proximity to the main hospital building. The Centre will include education and meeting space with a simulation training centre, a staff-wellness centre, and administration space.
- Placing these “low-tech” administrative and support services in a dedicated building reduces the total project cost.
- Completing the Education and Administration in Phase 1 will allow some administrative staff, including the Redevelopment team overseeing the project, to work on-site while construction continues on future phases. It will also provide training space to support operational readiness at the new hospital.
- The parking garage will link to the main hospital facility and the Regional Cancer Centre.
- Completing the parking garage in Phase 1 will ensure a dedicated, safe space for staff and on-site workers to park during the construction of future phases.
- The Enabling Works elements are designed to integrate seamlessly with future phases, ensuring a cohesive and efficient build-out of The Fancsy Family Hospital Campus.
- Construction is expected to begin mid-2026 and take approximately three years to complete.
Phase 2 - Diagnostic and Treatment Block
- The Diagnostic and Treatment Block is currently planned as a 5-storey, state-of-the-art structure that will serve as the primary public entrance to and the clinical heart of The Fancsy Family Hospital.
- Phase 2 includes the construction of the Emergency Department, including a Regional Trauma Centre and helipad, a Regional Cancer Centre, Surgical Services, Critical Care, a Cardiac Catheterization Lab, and Women’s and Children’s Services - Maternal Newborn, Paediatrics, and the Neonatal Intensive Care Unit.
- Designed with patients, families and the community in mind, the block will include welcoming public spaces such as food services, retail, spiritual care, and a dedicated Indigenous healing space.
- Located in the centre of the property, facing Cabana Rd. E, the Diagnostic and Treatment Block will form the front-facing presence of the new hospital and primary point of arrival for a majority of patients, families, and visitors.
- The building is designed to be highly visible and easily accessible from the roadway, with parking lots surrounding the facility. Dedicated entrances at appropriate locations will offer easy access for patients, staff, visitors, and EMS and patient transport arrivals as well as deliveries and service vehicles.
- This phase of construction will also include a Central Utility Plant.
- At this stage in planning, the Diagnostic and Treatment Block is anticipated to connect to the Inpatient Tower (Phase 3) through a corridor on all floors.
Phase 3 - Inpatient Tower

The Inpatient Tower is currently planned as a 9-storey tower that will house a majority of the inpatient beds planned for the hospital, with additional space for future growth.

Each inpatient floor will house two standardized medical/surgical units, each with two 18-bed pods, dedicated airborne isolation rooms, and shared rehab space.

All inpatient rooms will be private with large windows to allow natural light, ensuite washrooms, and space for family members to stay and be part of the care.

Phase 3 construction also includes an In-Centre Dialysis Centre on the ground floor for inpatients and high-acuity outpatients, retail space to provide easily accessible food and beverage options for staff and visitors, and essential support services that require a physical presence in the hospital, including a Command Centre, Volunteer Services, Employee Health, Occupational Health, Patient Advocates, and a mechanical room.

At this stage in planning, the tower located to the south of the Diagnostic and Treatment block (Phase 2), is planned to connect through a corridor on all floors of the block
The Fancsy Family Hospital Project is part of a larger, regionally developed system that will transform the way hospital care is delivered in Windsor-Essex and includes:
The state-of-the-art Fancsy Family Hospital, located at the northeast corner of Cabana Rd. E (formerly County Rd. 42) and the 9th Concession in Windsor, to replace Windsor's two outdated acute care facilities (the Metropolitan and Ouellette Campus).
A Centre of Mental Health Excellence at the Hôtel-Dieu Grace Healthcare, Tayfour Campus, on Prince Rd. Sixty+ acute mental health beds will be moved to this site from the Ouellette Campus when the new hospital opens, offering patients a single-entry point to seamless mental health care.
An Urgent Care/Satellite Emergency Department offering 24/7 services at the current Ouellette Campus, along with diagnostic imaging, a laboratory, pharmacy services, and some ambulatory and outpatient surgical services. Outpatient dialysis will continue to be offered at the Bell Building.
