Health Minister Joins WRH to Announce Milestone for New Hospital Project

“When I told Premier (Doug) Ford I was coming to Windsor, he said, “You’ve got one job. Tell Mayor (Drew) Dilkens, David (Musyj) and the people of Windsor-Essex we are not delaying your acute care hospital. We want to see this built.”

Ontario’s Minster of Health and Deputy Premier Sylvia Jones made a stop in Windsor Tuesday for a special announcement and to pledge the provincial government’s support for a new hospital in Windsor-Essex.

Windsor Regional Hospital announced it has selected Stantec Architecture as the Planning, Design and Conformance (PDC) consultant for the New Windsor-Essex Acute Care Hospital Project. This team of architects and engineers will support the project through the development of design documents while providing support throughout the tendering and construction stages.

“If there is one thing the pandemic has taught us as a government, as a community, it’s when we do not have sufficient resources when we do not have the ability to treat people who are sick, we are not serving our communities well,” says Jones. “We need more places to look after people who are sick. We want this acute care hospital built, we need it built and we will be part of the solution.”

Stantec will work with 39 WRH User Groups and the Project Management Team to ensure WRH is well positioned to begin a successful tendering process in 2025 to select a company to complete the project.

“It’s really exciting. Stantec is going to be here until the completion of this project. We’re on the right track and things are moving along nicely,” says WRH President and CEO David Musyj. “This is a significant project milestone. We are thankful for the leadership, input and support from all who have helped move this project forward including hospital staff, professional staff, patients, their families, the community, planning experts, the government and elected officials at all levels.”

With the contract awarded, the Stantec team will now begin work on the project which includes:

  • developing block schematic plans (early design plans)
  • developing project documents and procurement documents needed to proceed with a request for qualifications (RFQ) for companies with sufficient experience and capacity to deliver a large-scale hospital project
  • assisting in the pre-qualification evaluation process
  • preparing indicative plans and output specifications to include in the main RFP for the project
  • monitoring the construction progress and provide coordination and oversight during commissioning, completion, and transition into the new hospital
  • consulting with WRH staff and the community throughout the process.

Construction on New Windsor-Essex Acute Care Hospital is expected to begin in 2027.
