County Rd 42 & The 9th Concession
A 60-acre site at the corner of County Road 42 and the 9th Concession has been selected for the future home of the new single-site acute care hospital. The site was selected using a fair and transparent process which was monitored by a fairness advisor.
THE SITE FOR A NEW HOSPITAL IS:
- Sixty acres which offers room to develop and grow over time to meet the community's needs
- Ideally located near major access roads and all major highways
- Located near an existing Transit Windsor Route and will tie directly into the system with service to the new hospital when it opens.

THE SITE SELECTION PROCESS
- The Steering Committee defined a set of weighted criteria used to help select a location.
- The community had an opportunity to review the draft criteria online and provide feedback. Nearly 600 people provided online feedback.
- The Steering Committee adjusted the weighting of the criteria to reflect on the community feedback.
- A Site Selection Sub-committee, made up of 10 volunteer members from Windsor and Essex County, was established.
- The RFP was made available to potential vendors at http://www.biddingo.com and online RFP for informational purposes only.
- Interested property owners had until October 1, 2014, to submit their proposal in accordance with the instructions found within the RFP documentation for consideration.
- The Site Selection Subcommittee used a 2-phase process - which is clearly outlined in the RFP- to identify a preferred site. Phase 1 was a general overview of the site. Phase 2 focused on technical specifications and overall cost.
- The Site Selection Subcommittee presented a recommendation to the Steering Committee.
- The Steering Committee forwarded the recommended site to the Windsor Regional Hospital Board of Directors.
- With the approval of the Board of Directors, it was submitted to the Erie St. Clair LHIN for endorsement to The Ministry of Health and Long-Term Care.

OPEN ACCOUNTABLE AND FAIR
The Steering Committee overseeing the new hospital project is committed to ensuring the process is as fair and transparent as possible. To help meet this goal, a Fairness Advisor was hired to monitor the process.
Ontario’s Broader Public Sector Procurement Directive does not require a fairness advisor, however, having one shows commitment to compliance with the directive and transparency.
DUTIES OF THE FAIRNESS ADVISOR IN SITE SELECTION
- Reviewed the RFP and identify any issues that will undermine the fairness and integrity of the process.
- Monitored the process and assisted the Site Selection Committee in the understanding of its role.
- Monitored, facilitated, and documented steps from the release of the RFP to the awarding of a purchase agreement and the successful vendor.
- Provided a report on the process prior to Phase 1 submission and a report on the conduct of both Phase 1 and Phase 2.
REPORT FROM THE FAIRNESS ADVISOR
On July 17, 2015, Glenn Ackerley, partner at the Toronto firm WeirFoulds LLP and fairness advisory for this project, released his final report in which he described the process as "fair and commendable".
ADDITIONAL SITE SELECTION INFORMATION
On January 7, 2016, additional information was released about the sites considered for site selection and the process. An information session was held to present the information and answer any questions.
